MEDIATION NORTHERN IRELAND
PROJECT TITLE: CIVIC LEADERSHIP PROJECT

This project assists the capacity of local civic leaders, to positively contribute to peace-building and good relations in Northern Ireland through learning from international best practice.

The Project is:
  • Developing cross-sectoral networks of people in diverse civic leadership positions, informed by international conflict resolution techniques;
  • Improving civic leaders' ability to build to better relationships within and between communities in Northern Ireland;
  • Strengthening capacity and technical knowledge around conflict resolution and peace-building amongst civic leaders;
  • Increasing ability of local people to be active in local, national and international conflict resolution and peace building networks.
The two key themes are:
  • Policing and Community relations - The programme facilitated dialogue amongst a wide range of participants through an exchange trip in 2003. The key aim of the programme was to stimulate reflection on policing as a civic endeavour which supports reconciliation in Northern Ireland by examining the developments in Boston.
  • Diversity and the city - An exchange to Amsterdam in October 2005 will include civic leaders from Belfast and Newry. The project will help participants to develop ideas and relationships which will help them to improve social cohesion amongst citizens and between communities especially as Northern Ireland struggles with becoming a more international society. A major follow up conference is planned for Newry in June 2006.
Relationships built through this programme have led to increased interest by peace builders throughout the EU in how mediators of this region have used mediation to contribute to resolving deep societal division.

NICEC
PROJECT TITLE: Shared Learning: From the Local to the Global and Back Again

The aim of the project is to develop new and build on existing networks which address Diversity and Conflict Management and Social and Cultural Regeneration themes that support reciprocal learning between Northern Ireland and the European Union (EU), accession countries and the Commonwealth of Independent States.
The project activities are delivered on a consortium basis through a collaborative partnership from both academic and practitioner organizations. The University of Ulster acts as the lead organization for the project, and organizations involved in the delivery of activities have included:
  • Northern Ireland Public Sector Enterprises Limited (NICO), based in Northern Ireland;
  • Quartiers en Crise / Eurocities Partnership (QEC/Eurocities), based in Brussels;
  • Elkarri Network, based in the Basque Country;
  • EUCLID International (UK), based in Liverpool;
  • The European Platform for conflict Prevention and Transformation (EPCPT), based in the Netherlands
  • The NANSEN Network, based throughout the Balkan
The NICEC project objectives include:
  • Creation of sustainable long-term partnerships between relevant stakeholders in Northern Ireland and in targeted EU and greater European states and regions.
  • Promotion of applied policy learning in Northern Ireland and in Europe through a range of mechanisms (best practice exchanges, discussion seminars, workshops, mentoring, showcasing events and conferences)
  • Encouragement of cross sectoral (public, private and voluntary / community) trans-jurisdictional learning and to promote cross sectoral synergies out of which new networks will emerge.
  • Building of sustainable self sufficient networks through own or alternative funding sources in recognition of the value of their activities
